Washington, DC - Today, President Barack Obama announced his intent to appoint the following individuals to key Administration posts:
- Luis G. Hoyos – Member, Advisory Council on Historic Preservation
- Jackie Richter-Menge – Member, Arctic Research Commission
- James G. Featherstone – Member, Medal of Valor Review Board
- George S. Hawkins – Member, National Infrastructure Advisory Council
- Laurence M. Baer – Member, United States Holocaust Memorial Council
- Eric A. LeVine – Member, United States Holocaust Memorial Council

President Obama announced his intent to appoint the following individuals to key Administration posts:
Luis G. Hoyos, Appointee for Member, Advisory Council on Historic Preservation
Luis G. Hoyos is a Professor of Architecture at the California State Polytechnic University in Pomona (Cal Poly Pomona), a position he has held since 2012.Mr. Hoyos has worked at Cal Poly Pomona in the Department of Architecture since 2001, serving as Associate Professor from 2008 to 2012, Assistant Professor from 2004 to 2008, and Lecturer from 2001 to 2004.Mr. Hoyos was an Architect at Luis Hoyos Architectural Corp., from 2003 to 2013.He was an Architect at Castro-Blanco Architects from 1995 to 2001 and at Ehrenkrantz and Eckstut from 1991 to 1995.He serves on the Board of the National Trust for Historic Preservation and as a member of the Landmarks Committee of the National Park System Advisory Board.Mr. Hoyos is National Co-Chair for the National Park Service’s American Latino Scholars Expert Panel, a position he has held since 2012.He was Member and Chair of the California State Historical Resources Commission from 2002 to 2006 and a Member of the Board of Directors at the Los Angeles Conservancy.Mr. Hoyos received a B.A. from the Universidad Autonoma de Guadalajara and an M.A. from the Graduate School of Design at Harvard University.
Dr. Jackie Richter-Menge, Appointee for Member, Arctic Research Commission
Dr. Jackie Richter-Menge serves as a Research Civil Engineer with the U.S. Army Corps of Engineers, a position she has held since 1981.She has also served as an Affiliate Professor at the Institute of Northern Engineering at the University of Alaska Fairbanks since 2016, a Visiting Research Scientist at the Thayer School of Engineering at the Dartmouth College since 2015, and as a Professional Engineer for the State of New Hampshire since 1983.In addition, Dr. Richter-Menge has served as Chair of the Science Steering Committee for the SCICEX Program and as Sea Ice Lead for the NASA IceBridge Science Team.She earned the Army Achievement Medal for Civilian Service in 1994 and 2012.Dr. Richter-Menge earned a B.S. and M.S. from the University of Delaware.
James G. Featherstone, Appointee for Member, Medal of Valor Review Board
James G. Featherstone is the President and Chief Executive Officer of the Los Angeles Homeland Security Advisory Council, a position he has held since 2016. From 2007 to 2016, he served as the General Manager of the City of Los Angeles Department of Emergency Management and also served as Interim Fire Chief of the Los Angeles Fire Department (LAFD) from 2013 to 2014. From 2004 to 2008, Mr. Featherstone was an Adjunct Instructor with the National Emergency Response & Rescue Training Center at Texas A&M University. Mr. Featherstone served as a Professional Firefighter with the LAFD from 1986 to 2007.In 1972, he joined the United States Navy (Navy) and was on active duty until 1976. He was a Reservist with the Navy from 1982 to 1986.Mr. Featherstone is a life member of United Firefighters of Los Angeles City and the International Association of Fire Fighters Local 112, where he served for 19 years.Mr. Featherstone is also a Member and former Executive Board member of the Stentorians of Los Angeles City. Mr. Featherstone is the current Chair of the National Advisory Council for the Federal Emergency Management Agency. Mr. Featherstone is an alumnus of the National Fire Academy, the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security, and is a Senior Fellow in the Harvard Kennedy School’s Program on Crisis Leadership.
George S. Hawkins, Appointee for Member, National Infrastructure Advisory Council
George S. Hawkins is the Chief Executive Officer and General Manager of the District of Columbia Water and Sewer Authority, positions he has held since 2009.Mr. Hawkins served as Director of the District Department of the Environment from 2007 to 2009.Prior to that, Mr. Hawkins was Executive Director of New Jersey Future, a non-profit economic development organization, from 2004 to 2007.He served as Executive Director of the Stony Brook-Millstone Watershed Association from 1997 to 2004.Mr. Hawkins worked at the Environmental Protection Agency (EPA) from 1992 to 1997 and in 1997 served as the EPA representative to the National Performance Review.He previously worked as an environmental lawyer in private practice from 1988 to 1992.Mr. Hawkins is a member of the Board of Trustees for the North American Electric Reliability Corporation.Mr. Hawkins received an A.B. from Princeton University and a J.D. from Harvard Law School.
Laurence M. Baer, Appointee for Member, United States Holocaust Memorial Council
Laurence M. Baer is President and Chief Executive Officer of the San Francisco Giants, positions he has held since 2012.Mr. Baer has held a number of executive roles with the Giants organization since joining in 1993, including President and Chief Operating Officer, and Executive Vice President.He was Special Assistant to the Chairman at CBS, Inc., from 1989 to 1992 and worked at Westinghouse Broadcasting from 1985 to 1989.Mr. Baer is on the Board of Major League Baseball’s Advanced Media Committee, Chairman of Major League Baseball’s Long-Term Strategic Planning Committee, and a member of the Board of Directors of KQED, Inc.He served as Co-Chair of the Zuckerberg San Francisco General Hospital Foundation Capital Campaign and was awarded the Civic Leadership Award from the American Jewish Committee in 2014.Mr. Baer received an A.B. from the University of California, Berkeley and an M.B.A. from Harvard Business School.
Eric A. LeVine, Appointee for Member, United States Holocaust Memorial Council
Eric A. LeVine is Founder and CEO of CellarTracker LLC, a position he has held since 2004.Mr. LeVine held numerous roles at the Microsoft Corporation from 1992 to 2005, including Group Program Manager, Founder of the Trustworthy Computing Program Management Team, and Product Unit Manager of Windows Product Feedback.He was on the Board of the Jewish Family Service of Greater Seattle from 2003 to 2014 and served as President of the Board from 2013 to 2014.Mr. LeVine received an A.B. from Harvard University.
