Washington, DC - Friday, President Barack Obama announced his intent to nominate the following individuals to key Administration posts:
- J. ADavid rroyo – Member, Board of Directors, Corporation for Public Broadcasting
- Robert G. Taub – Commissioner, Postal Regulatory Commission
- Matthew L. Wiener – Chairman, Council of the Administrative Conference of the United States
President Obama also announced his intent to designate the following individuals to key Administration posts:
- Lt. Cmdr. Dan Cnossen – Member, Board of Visitors to the United States Naval Academy
- Admiral James A. "Sandy" Winnefeld – Member, Board of Visitors to the United States Naval Academy

David J. Arroyo, Nominee for Member, Board of Directors, Corporation for Public Broadcasting
David J. Arroyo is Senior Vice President and Chief Ethics and Compliance Officer at Scripps Networks Interactive, where he has worked since 2004. Mr. Arroyo was an Associate at Gibson, Dunn & Crutcher from 2000 to 2004. He served as a Law Clerk for Judge James G. Carr in the United States District Court from 1999 to 2000 and as an Associate at Kirkland & Ellis from 1996 to 1999. Mr. Arroyo was Chairman of the Board of Latino Justice from 2008 to 2012 and received the Luminary Award from the National Association of Multi-Ethnicity in Communications in 2010. He was first appointed to the Board of Directors of the Corporation for Public Broadcasting in 2014. Mr. Arroyo received a B.A. from Duke University and a J.D. from the University of Michigan Law School.
Robert G. Taub, Nominee for Commissioner, and upon appointment designated Chairman, Postal Regulatory Commission
Robert G. Taub has served as the Acting Chairman of the Postal Regulatory Commission (PRC) since 2014 and has been a Commissioner of the PRC since 2011. Mr. Taub was Special Assistant to Secretary of the Army John McHugh from 2009 to 2011 and served as Chief of Staff to then-Congressman McHugh from 2000 to 2009. He was a senior staff member on the House of Representatives’ Oversight and Government Reform Committee from 1995 to 2007 and worked as Staff Director on the Subcommittee on the Postal Service from 1998 to 2001. Mr. Taub received a B.S. and M.A. from American University.
Matthew L. Wiener, Nominee for Chairman, Council of the Administrative Conference of the United States
Matthew L. Wiener is Executive Director of the Administrative Conference of the United States, a position he has held since 2012. Prior to that, he was Special Counsel with Cuneo Gilbert & LaDuca LLP from 2011 to 2012 and served as a Member at the law firm from 2011 to 2012. He was previously General Counsel to U.S. Senator Arlen Specter from 2009 to 2011 and Counsel to the U.S. House of Representatives Judiciary Committee from 2008 to 2009. Prior to that, Wiener worked at Dechert LLP from 1995 to 2006, first as an Associate Attorney from 1995 to 2004 and then as a Partner from 2004 to 2006. He is an elected member of the American Law Institute and a fellow of the American Bar Foundation, positions he has held since 2013 and 2014 respectively. Mr. Wiener has co-chaired the Adjudication Committee of the American Bar Association’s Section of Administrative Law and Regulatory Practice since 2014 and previously served as the legislative branch liaison to the Section’s Council in 2009. In 2015, Mr. Wiener began serving as an elected member of the Steering Committee of the D.C. Bar’s Administrative Law and Agency Practice Section and the chair of the Section’s Standing Committee on Legislative Practice. Mr. Wiener received an A.B. from the College of William and Mary and a J.D. from Stanford Law School.

Lt. Cmdr. Dan Cnossen, Designee for Member, Board of Visitors to the United States Naval Academy
Lt. Cmdr. Dan Cnossen is a U.S. Paralympian and a retired Navy Lieutenant Commander and Navy SEAL platoon leader. Lt. Cmdr. Cnossen competed in the 2014 Winter Paralympics in Sochi, Russia and earned three gold medals in swimming at the 2011 Warrior Games. In 2009, while serving as a Platoon Commander for SEAL Team One in Afghanistan, he was injured in an IED explosion that resulted in the loss of both of his legs. He was awarded a Purple Heart and a Bronze Star with Valor. From 2002 to 2009, Lt. Cmdr. Cnossen served in the United States Navy, with deployments to the Philippines, Iraq, and Afghanistan as a special operations officer. During that period, he was awarded the Bronze Star Medal, the Navy and Marine Corps Achievement Medal, and the Joint Service Achievement Medal. Lt. Cmdr. Cnossen received a B.S. from the United States Naval Academy and an M.P.A. from Harvard University.
Admiral James A. "Sandy" Winnefeld, Designee for Member, Board of Visitors to the United States Naval Academy
Admiral James A. “Sandy” Winnefeld is a Distinguished Professor at the Georgia Institute of Technology and a non-resident senior fellow at Harvard University’s Belfer Center for Science and International Affairs, positions he has held since 2015. He served as the ninth Vice Chairman of the Joint Chiefs of Staff from 2011 until his retirement from the U.S. Navy in 2015 with the rank of Admiral. Admiral Winnefeld previously served as the Commander of U.S. Northern Command and North American Aerospace Defense Command from 2010 to 2011. Prior to that, he was the Director for Strategic Plans and Policy on the Joint Staff from 2008 to 2010. Notable operational assignments of his 37-year military career include command of the USS Enterprise, U.S. Sixth Fleet, and Allied Joint Command Lisbon. Admiral Winnefeld received a B.S. from the Georgia Institute of Technology.
