Yuma, Arizona - Pursuant to Arizona Revised Statutes §38-431, et. seq. and amendments thereto, a regular session of the Yuma County Board of Supervisors Also sitting as all Special Taxing Districts where noted, Will be held on MAY 19, 2008-- 9:00 A.M. - 198 South Main Street, Yuma, Arizona - Board members will attend either in person or by telephone. CALL TO ORDER PLEDGE OF ALLEGIANCE CALL TO THE PUBLIC: Call to the Public is held for the benefit of the public to allow individuals to address the Board on any issue within the Board's jurisdiction. Members of the Board may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(G), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date. REGULAR SESSION AGENDA PRESENTATIONS & ANNOUNCEMENTS: Note: Board members may discuss issues related to these presentations. No legal action will be taken. 1. Presentation of "The County Line" by Yuma 77, the Yuma Government Channel.
2. Board members may announce appointment(s) to the Board of Adjustment and/or Planning & Zoning Commission, as appropriate and necessary.
CONSENT CALENDAR: The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed for separate discussion and action.
1. Assessor's Office: Approve the tax roll corrections batch dated May 19, 2008 pursuant to Arizona Revised Statute Title 42, Chapter 16, Article VI.
2. Financial Services: Approve the Accounts Payable Demands disbursed in the amount of $4,753,347.01 and Payroll in the amount of $1,445,696.37 during the period of April 18, 2008 through May 01, 2008. (The full listing is available for review in the office of the Clerk of the Board.)
3. Clerk of the Board: Approve the minutes for the May 5, 2008 Regular Session.
4. Yuma Private Industry Council (YPIC): Approve the appointment of John Johnson, President of NAACP, to fill a vacancy for a Community Based Organization member, and the reappointments of Larry Nelson, Barry Norman, Ray Ochoa, Lucille Romines, Karen Nicklaus and Ramona Jean Corrales to the Yuma County Workforce Investment Board (WIB) as recommended by YPIC, all terms to expire on June 13, 2011.
5. Sheriff's Office: Authorize the Sheriff to purchase 50 Mobile Data Communications (MDCs) Equipment for use in patrol vehicles via the State of Arizona Contract No. National IPA - 073103-01 in the approximate amount of $197,444, using grant funding from the State of Arizona Department of Homeland Security.
6. Sheriff's Office: Adopt Resolution No. 08-23, authorizing the Yuma County Sheriff to submit the annual grant proposal to the Governor’s Office of Highway Safety, and to act as the appointed agent to conduct all negotiations and to execute all documents and any other necessary or desirable instruments in connection with said grant.
7. Public Health Services District: Authorize the Health Director to sign Contract No. HG861454 for the Community Nutrition Program in the amount of $39,220.00 for the period July 1, 2008 through June 30, 2009.
8. Development Services: Adopt Budget Amendment Resolution No. 08-119, authorizing a payment up to $60,000 to the U.S. Bureau of Reclamation for Data Recovery and Archeological Monitoring, environmental requirements for the new right-of-way required to extend County 8th Street from Avenue 37E to Mohawk Valley Road.
DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.
1. Jail District: Action to approve Amendment No. 1 to the Health Services Contract between Correctional Healthcare Management (“CHM”) and the Yuma County Jail District.
2. Financial Services: Adopt Resolution No. 08-25, revising the Yuma County Travel Authorization & Expense Allowance Policies & Procedures (adopted by the Board of Supervisors December 7, 1998).
3. Financial Services: a) Request the Board of Supervisors to approve the calling as of July 1, 2008, of the outstanding 1998 Health Building Certificates of Participation (COP) scheduled to mature on July 1, 2012, and; b) Authorize the Finance Director to deposit the necessary funds in the amount of $1,454,400.00 with the holding agency within the required time frames to meet the requirements as specified in the Certificates.
4. Public & Legislative Affairs: Discussion and possible action regarding Yuma County's Legislative Agenda for the 2008 Legislative Session.
5. EVENTS CALENDAR: Board members and County Administrator will report and may discuss events attended or to be attended on behalf of the County, and may update the schedule for future Board of Supervisor's meetings, as appropriate. No legal action will be taken.
Adjourn Regular Session and convene Special Session. Note: The Board may vote to hold an Executive Session for the purpose of obtaining legal advice from the Board's attorney on any matter listed on the agenda, pursuant to Arizona Revised Statute §38-431.03(A)(3).

County Administrator/All Special Taxing Districts: Discussion and action on the Yuma County Fiscal Year 2008-09 Tentative Budget as follows: a) Provide direction to staff regarding revision(s) to the 2008-09 Recommended Budget, subsequent to department budget hearings; b) Adopt the Tentative Budget for Fiscal Year 2008-09; c) Set the date and time for a combined public hearing on the 2008-09 Tentative Budget and Truth-in-Taxation (property tax levy), as Monday, June 16, 2008 at 9:00 a.m. Action to adjourn until June 2, 2008.
Note: The Board may vote to hold an Executive Session for the purpose of obtaining legal advice from the Board's attorney on any matter listed on the agenda, pursuant to Arizona Revised Statute §38-431.03(A)(3).
